my friends internet shuts down at exactly 11 pm est. His dad changed a setting or something to not allow him to get on past that time. I after looking couldnt find what that setting could be nor do i really have a clue where to look.. Just short of reformatting to fix the problem does anybody know where or how this can be fixed?

Need some more information such as what time of connection does he have? Through a router? What type of router? Check add/remove programs/running processes?

Yeah there are some routers that has this. I have a D-Link DI-624 and it has this setting which can control every MAC address that connects to it. So basically your friend is screwed since it's all the router, unless he change the option within the router.
