Everytime I go to play cs and I refresh the servers I get lots of good server pings in the 30-90 range but when I get in the server it will stay at 90+ when everyone in the server is getting 30-40's and it will frequently spike up to 225 or so.
I'm not running any p2p's or anything and I've trioed closing every single thing in the backround to no avail.
I'm on comcast but I know my ISP isin't really the issue because I've moved ISP's and have the same issue.

is this DSL or Cable?
Was your old ISP Cable or DSL?
What kind of network setup do you have?

PING uses ICMP message traffic. Windows tracert uses ICMP as well. I suspect some ISPs (including mine) have been proritizing ICMP to make the connection look better to the most common diagnostic tools.
Most games use UDP, with a bit of TCP thrown in for good measure. You can try a unix traceroute (uses UDP packets) or tracetcp (for windows) between yourself and the server. I bet they don't agree with tracert and ping.
When I use tracetcp on my connection, compared with tracert, I see discrepancies up to 100 ms. On an ideal network, they would be the same.
Im on comcast cable right now. Im not sure aht I was on exactly. It was the apartments ISP. Some small company. Maybe fracitonal T1 for the building thought Im not sure.
My network set up was through a router previously, and now its directly from the modem to my pc.
