I thought the torso was the same size roughly but the limbs are shorter so in theory the peen should be about the mean size too.

As mentioned above, the torso is usually normal sized, or there abouts. It's the legs and arms that are small. The answer to your question is yes, most midgets do have normal size tallywhackers.

The average for condom sizes in asia is 1 inch shorter, and people there are 6-8 inches shorter.

I can't imagine that a midget wouldn't have at least a little bit shorter than average wang.

Anatomically speaking, yes, they are proportionate, just smaller.
Dwarves, on trhe other hand are smaller but have regularly sized extremeties, I.E. not in proportion.
