newbie enchantment question

was looking at some of the single origin enchanments namely the recharge

i see they are 33.3% decrease in recharge time
if you slot 3 of them totaling 99.9% does that mean skill instantly is available again?

or is it only like half the normal recharge (ghey)

Yea for certain abilities it's 33 + 33 + (scales down from here so like 28). Those are damage, accuracy, etc.

For recharge and end reduction I believe it's 33% reduction of the new amount, so instead of 66 off the original number it's 33% of the new number (so diminishing returns)

enhancements, not enchantments. Jeez.
