In the US we try not to deploy our troops in civilian areas, its frowned upon. We had many agencies ready to move in as soon as the hurricane was over. We deal with multiple hurriances every single year. Problem with this one was it caught alot of people off gaurd in terms of the destruction and humanitarian issues involved. Normally we move right back in after the hurricane and start fixing the infrastructure and helping people out. This hurricane was different however.

In some ways, its almost like we got used to these hurricanes and we didn't anticipate something of this nature.

EDIT: Icey is also right, the area of destruction is huge and the problems we are/were having involve getting the people and equipement into a area that was inaccessible at some points.

That guy steals a TV from your neighbors house. Goes back and tells his homies that there are a bunch of unpickedthrough homes in that neighborhood. Then about 16 guys come back (probably armed from what Code4 told us) and try to loot everything and possibly forcably loot Code4's and/or his neighbors houses. Code4 was policing his neighborhood because no one else would.

He didn't see the guy walking off with a TV and fire away...he told the guy to drop the TV and the guy reached for a pistol. So, they shot him. Basic survival skills. They didnt go out with the intention of killing him. They went out with the intention of letting him know this area is off-limits. The looter is the one that took it to the next level by reaching for his gun. At that point Code4 has a split second to react--kill or be killed.

I'm sorry if you guys don't have the balls to do what Code4 did, but that doesn't mean he didn't do the right thing.

and no, it's not balls and it wasn't the 'right thing' there was a mandatory evacuation, he did not evacuate when he had transportation.
