sadly it would. Every once and a while they use the obscenity laws to go after porn companies that make extreme porn (i.e. depicted rape).

TW doesn't have anythign strong enough to warrant them doing it though and they only try and go after those kind of charges rarely for chritian lobby groups.

Perhaps there are other laws, but I've never heard of the FCC being used to take down rape sites
