do they only monitor general channel(s)? no guild/party/tell chats i would assume, right?

they dont monitor any channels. if someone reports you, they check the logs of any chat. Guild chat recieves the least penalties because the people offended can simply leave the guild.

They will not penalize you for guild/party/raid chat unless it deals with children, death threats, or suicide.

They will also not penalize you for /e simply because i do not believe they record emotes at all. ;p

Anything in general, say, or whisper they will get you on...even "WTF."

Also you will get a different penalty if you say "FUCK" compared to "GO FUCK YOURSELF"

blizzard has ZERO TOLERANCE. whine about how you wont keep subscribing and they'll kick you out and include 10 koreans in your place.
