[Server Admins] Setting max players

I'm using byte's webadmin (http://byte.zenegg.com/main.html) which, among many other fixes, allows you to define reserved slots. Reserved slots allow specified users to join even if the server is full. The problem is that when the maxplayers is passed on the command line the reserved slot stuff gets a little funky. I would rather set the max players in an ini, but I haven't seen the setting in my server's ini. Can someone point me to the correct ini file to set the max players in?
