I've posted this guide in hopes to accomplish two things: to point users in the right direction to tweak their computer and to compile all T:V tweaks/fixes into one easy-to-find post. It seems that there's a lot of fixes the community has figured out but the posts get lost in the sea of the forum. So let's try and keep this post up top so it's easy for people to see what they can do to fix their problems. Anyways, let's get to it.
Tweak your BIOS.
The BIOS is a big part of your computer and having even one incorrect setting can cause your computer to have problems or run slow. There's lot of different BIOS's and versions out there that would take a lot of time to right about. So the best place to get information on how to configure your BIOS is at Adrian's Rojak Pot BIOS Optimization Guide (http://www.rojakpot.com/freebog.aspx).
Tweak your OS.
Your operating system is another big part of your system. The defaults for operating systems are usually conservative to make sure everything works for all types of users. Tweaking it to suit the way you want to use it can make everything run much faster. Here's a list of tweaking guides I recommend:
Windows XP

General T:V Tweaks
Well since that's the game you're trying to get running better it's obvious you should tweak that as well. Just as a note, I will not be posting any tweaks that reduce image quality in this section.
Open up your <T:V dir>\Program\Bin\TV_CD_DVD.in i file in Notepad and set the following:
[D3DDrv.D3DRenderDevice]
UseTripleBuffering=True
DesiredRefreshRate=[max refresh rate your monitor supports for your t:v resolution]
UseVSync=[True, no screen tearing; False, screen tearing but better performance]
Open up your <T:V dir>\Program\Bin\TribesGUISta te.ini file and set the following:
[Gameplay.TribesGUIConfig]
EntryMenuClass=
I had better FPS in beta05 than demo/retail
This is caused because in beta05 player shadows didn't work even if they were enabled. They started working once the demo came out and people started complaining they didn't get as good of FPS in the demo as the beta05. So this is an easy fix.
Load up Tribes: Vengeance and go to Options > Video and lower Dynamic Shadow Detail.
I have an NVIDIA card and T:V stutters
Do you have random pauses/freezes in-game? Does your game just not seem to run smooth but you get perfectly fine FPS? Some people have found that if you tweak your blitting settings using RivaTuner (http://www.guru3d.com/index.php?page=rivatuner&menu=8) that you can fix this problem. Download and install RivaTuner and follow these instructions.
*NOTE* If this tweak doesn't help you, set it back to what it was.

Load up RivaTuner and go to Driver settings Customize... > System settings > Compatibility and check all checkboxes that are checkable.
Click "OK", close RivaTuner and restart.

Enable wait after blit when DDBLT_WAIT flag is specified: checked
Always wait after blit: checked
Limit the maximum number of queued blits to the frame buffer: unchecked
Click "OK", close RivaTuner and restart.
Improve Network Performance
Thanks to a lot of people for this tweak
Tribes: Vengeance has an option that will automatically adjust your network settings on-the-fly based on how your connection is working. Some people have found disabling this helps increase network performance.
*NOTE* If this tweak doesn't work, re-enable it.
Load up Tribes: Vengeance and go to Options > Network and set the following:
Adjust connection speed while playing: unchecked
