Licensing for the physics system they purchased from what I understand (could be wrong) only inlcuded one OS, which means they would pay extra for Linux. Also, they would have to either learn more about the OS if they haven't developed for the platform before, or else hire another developer to help out. This is a small dev group, nothing like Epic Games or id Software, they are much more limited. Now, if they already had the experience, then it mainly comes down to who is calling the shots, and that is really VUG, not Irrational.Close, but not quite. If it was available for Linux would have licensed it for Linux. I pushed them (havok) to port it, but they said they had no plans for it. If it had been available, we most definitely would have done it (server, not client). At this point, if it becomes available for Linux, VUG would have to make the decision to buy the license and pay for the development to create it. It could happen, but I wouldn't hold your breath.
