While messing with the various things I can do with a dedicated server, I modified 2 settings: I changed the gore level to 255 (to see if it got gory) and I changed the game speed because a friend changed the game speed from 1.0 on his server to 1.5 and the game felt better at the faster speed.
So, I decided to see what happens when the game speed setting is changed. I started up a dedicated server and then adjusted the speed to 5.0. When I joined the game, it didn't seem any faster at all. I then shut down the server (because I forgot to turn on web admin) and then started it up again. This time, you could definately tell that the speed was changed. The game moved unplayably fast and my 20 minute time limit made the level last only a couple of minutes. So I adjusted the game speed back to 1.0 and restarted the server. It still moved unplayably fast. I tried adjusting the game speed and resetting the server 2 or 3 more times with the same result.
Finally, just now, I decided to uninstall and reinstall the game. Hopefully that will fix the issue.

Built by ATI radeon 9800pro 128MB
Latest catalyst drivers and directx 9.0c

And as long as I am at it, the web admin doesn't appear to have any way of resetting or restarting the server. It would be nice if it did.
