and the remaining 3 weapons rest are selected by user defined loadouts.
the theory behind this is that by having those items available to you by default you're increasing interesting in-game options. for instance, discing a bucklers person for a deflected shot could become more common, or using a buckler as an impromptu shield when being whored.
also, with grappler availble to you, you're encouraging users to scale and climb and general move more.
basically, the mobility and action combinations increase many fold, as opposed to using these items only when you have space for them, under a certain loadout, after you respawn.
