[BUG] - repair packs picked up off the ground not working

I was on the Blood Eagle team on Emerald. I died and went to pick up the repair pack that I had dropped. I tried repeatedly to turn it on, but it wasn't working. Nothing was repaired. I killed myself again and picked it up again. Still not working. I killed myself again and took one from teh emergency station. It worked.

Packs that are dropped on the ground automatically lose their charge, this is a feature, not a bug. This is to prevent people from switching out packs quickly and becoming an e-boosted shielded repair machine on speed. When you pick up a pack you have to wait its recharge timer to use it.

The only packs that have a charge when you first put them on are packs from Inventory stations and repair packs from emergency stations,and the packs from inventory stations lose their effect when you switch them out.

Bingo! Not a bug.
