[BUG(?)] Water surface tension...from below?

When moving quickly underwater and parallel to the surface of the water, it is very hard to pop out...its like you are under a thin layer of ice.

It's easy to test this going twards the imperial base on winterlake.

known bug, we're working on it. its related to the skim being less effective too, cheers
