Building new comp... problems

I ordered all new parts for a brand new system, and they arrived today. I've got everything together, everything connected. I hit the power button, the power comes on, all the fans spin up (including CPU and GPU fans), but nothing actually happens. The monitor never comes out of standby, and I don't get any beeps from POST.

What I've tested so far:
- swapped out vid card for older AGP card that I know works.
- swapped out system memory for older stick that I know works.
- disconnected all IDE cables and tried powering on.
- checked seating on all expansion cards.
- checked jumpers on board.
- checked front panel connections (pwr LED does work so I'm pretty sure that it's nothing wrong here).

One thing that worries me is that, once the system is on, the power switch will not turn the computer off. Just pressing it and holding it for 4 seconds both do nothing once it's powered up. That points to a mobo problem imo.

What I'm wondering is if anybody here has any suggestions as to what might be the problem, or what I might try to resolve the issue. I'm suspecting that it's probably the motherboard or the processor, but I don't have spare parts laying around to test those. I'm also praying that I've just been an idiot and forgot something.

Specs:
- 400 w Power supply (tested on older system and works fine)
- Asus K8V SE deluxe w/ socket 754
- AMD Athlon 64 3000+
- Tt Venus h/s-fan
- 2x512 Kingston DDR400 memory sticks (swapped 512 DDR266 stick to test)
- Saphire Radeon X800 Pro (swapped GF4 ti4400 to test)
- Creative SB Audigy 2 ZS
- Seagate 7200 rpm 140 GB Hard Drive (comes from previous system, and works)
- NEC Dual layer DVD+/- R/RW
- Asus 52x CD-ROM
- USB keyboard and mouse.

I think that's everything that I know of currently. I'll be doing some more testing and checking. Any help given is greatly appreciated. Hopefully it's something stupid because I don't want to RMA and wait again :[

Just out of curiosity is the little connection hooked up by the cpu socket. It should be the connection with 4 holes in a square(2x2).

Why of course it is....now. It was something simple, stupid, and ridiculous like I hoped. You're a hero ranger, grats.
