First, Yes I have read the FAQ's about this section, for those who didn't.

Q: What sort of tools will the modding community have to use to make new models?
A: Discreet and Maya are two freely available tools that will be able to make models that work in Vengeance.


Q: Will the modding community get some documentation when the game ships?
A: Yes, and of course the editing tools for the game will be same ones that Unreal uses, if you want to get a head start learning the tools.

The question is how dependant will modding be upon client side download and if at all possible a general statement about the goals of the design team concerning the modded side of the game, if they wanted this to be a major often times community supported part of the game or if they wanted the mods to be a small and insignificant coerner.

Mutators make unreal based games mod friendly, i.e. quick 10kb Downloads and stuff, unless you add in your own content of course
