The pack was never used in t2 so it would not be put in the expansion pack.

actually, its used a fair bit in classic...but thats because they added the passive personal jamming ability (active jamming will jam everything in a 30m radius)

Yea, I used the jammer pack quite a bit in classic. You'd be surprised how many people(enemies) pass by without giving you a second look.
