My 2 cents:
Boomerang - This actually strikes me as a very cool weapon concept -- much cooler than the grappling hook, anyway, simply because not many FPSes employ such a weapon.
For my purposes, I'm assuming that the boomerang flies straight ahead when you first throw it, and after travelling a little ways, it magically tracks its way back to the hand of the player who threw it, being capable of hitting an enemy both on the way out and the way back in.
If this were the case, then I imagine careful player positioning in order to attract the boomerang back to the thrower in a certain direction would allow one to catch players off guard...throw the boomerang in front of an escaping capper, line yourself up carefully behind them, and the boomerang clobbers the capper on its way back to your hand.
If it's dumbfire on the way out, though, I imagine the damage or speed on that thing had better be something special in a game like T:V where player mobility is higher than ever. Or maybe I'm on the wrong track and they're thinking of making it home in on the enemy gently, like a missile with a LOT less bite.
Buckler - A front-only shield that reflects projectiles...this could be really nasty in the hands of skilled offense, I should think. Ski down a hill with buckler in hand, bouncing discs off your shield like bullets off of Superman's chest, then hop into the generator room or snatch the flag with plenty of health left to endure LD/MD assault from the rear.
The shield ram, depending on its concussive power (its actual damage factor will probably be nil), could also be of significant use to defense...wait for some HO bastard (I'm staying out of the whole "Henry" trend) to ski in hungry for your gens, then bump 'em back out to be chewed up by the LD/MD.
The Buckler, from the sound of it, is one of the few new "weapons" that I think really has a chance at becoming top tier weaponry, depending mainly on how powerful it proves against the standard top tier weaponry -- namely:
LO/MO - CG, spinfusor, G-launcher
HO - mortar, spinfusor
LD - CG, spinfusor, laser rifle
HD - CG, spinfusor, mortar
If the Buckler's reflective ability proves decent enough for bouncing out mortar/G-launcher shells and repelling discs and chaingun fire, and if its shield ram makes it competitive at close quarters, I think we could have a competitive breakthrough here that weapons like the ELF gun and the T1/T2 blaster were unable to attain.
This will be an interesting weapon to watch over the next few months, I think.
