Yes it served a purpose, and maybe it's a mistake to leave it out, but everyone's acting like this is one of the plagues of Egypt.

It gets used more than the blaster in T1 and T2. :shrug:

The grappling hook has a targeting laser attached to it, so it'd just be redundent.

rofl, it's just a targeting laser. I'm sure they have some scope of the game that allows a better judgment call on the issue then any of us do at the moment. And beta isn't to design the game, it's to balance it.
