You can find out any sound that gets played by turning off voices in the sound options. When the sound you want to know the name of gets played, you bring down the console and it says something like "Your team captured the Blood Eagle flag!~wflagcapture.wav"

Getting new sounds into the game is really cool, I use GoldWave to extract a few seconds from my mp3 and make a small wav file. And an easier way to find all the filenames tribes reads is using a volume extractor in Sounds.vol, which is in the base folder. There are all the sounds u could ever think of hearing :D
