I know this has been answered before, but search seems like it's not working right for me.
What's the best (free) editor to grab for designing PHP pages?
Search is disabled while they rebuild the index.
You could do yourself a favor and read the sticky thread in GD.

The personal edition is free for 21 days or something. It's $200 per license, but in my opinion it's worth every bit of that.

AceHTML is what I use, it's pretty good for freeware. There's also SciTe.

I use dreamweaver because I like the ftp upload and the WYSIWYG interface for doing tables and such. It does code coloring which is really all I need for PHP. :)
