Observer password?

I was thinking of making a server mod that makes two passwords for each servers: an observer-pass and a player-pass. That could allow anyone to spectate the game, but only those could play that are provided with the player password. This would be used on servers where players don't want llamas to play, but are willing to give away some strategies so anyone could get better. Official matches would have an observer pass too, which would be sent to some 'VIP' that are not on any of the two teams but are trusted by both. I had a very strange day so maybe I'm making an ass out of my head right now, but... discuss.

I don't think it would be necesary for matches, if the obs does something stupid the admin nazis him. I can see how it would be convenient for pubs though it seems there might be a better way to accomplish that goal.

I think an observer queue (like in TR2) would be a welcome addition to the game. If wanted, perhaps the queue could restrict observing camera views to make it only for queueing into the main teams.
