About every 5 minutes, there is a burst of about 10-15 "vibrations" that are about 2 seconds apart. The power supply is making a funny noise and vibrating....could it be overloaded?

It seems like that ps should be able to run the hardware but try running minimum just to test it out.
The only things that could cause vibrations in your case are fans. It's possible that one of them has a bad bearing, or is off balance.

Do not open you psu. Leave that to someone that is certified to work on it which is normally the company that made it. If you touch the wrong thing you will be in a world of pain.

that and the warrentee is gone..
you should be fine with that ps (even though its prly a shitty one) you don't have enough peripherals to kill it, are you sure the PS is vibrating?

don't touch the capacitors and you won't get zapped, it's not that difficult to open it up and check the fan.

If he wants to take that chance fine I highly advise against it.

it's not like the fan is buried behind capacitors or something. it's screwed into the power supply's casing.
if you're not an idiot, you should be able to open it up fine and take out the fan without touching a single metal surface of the fan or its circuit board, except the outer casing which is safe.
or if you want to be extra safe, don't have yourself grounded while working on it.
