Does the power turn off after those 4 seconds?
Any beeps/lights on the mobo that will tell you anything?
Do you smell anything wierd?
Nothing smells weird. Power is still "on" It is very strange the cpu fan starts spinning and everything is getting power then it just stops

Well:
"It is very strange the cpu fan starts spinning and everything is getting power then it just stops"
I don't see it as a Video problem at all. That CPU fan should be going constantly whether a signal is getting through or not from anywheres else I would think. So ...a power supply problem ...get it checked ? On/off switch faulty ? Could the CPU overheat and shut down that fast? Is the CPU seated properly ? Just some thoughts !

Booting problems are often caused by improperly placed RAM chips or video cards, although your fan stopping makes me think that is not the problem. Make sure you CPU is fitted properly, with a fan and heatsink. Unplug your power supply cables from your motherboard and reinsert them, make sure you are putting them in the right spots. Getting a newly built computer to run right the first time is a rare occurrence.
