Pc issues that boggled me

I went to a couple people's houses and fixed their computers, but some issues I could not resolve, or had to format to fix it. I'm sure someone here must've ran into this before, and if so how did you fix it:

1: Windows XP PRO. Everytime Outlook was loaded (not express) it would come up and say Operation Failed, and ok had to be clicked twice for it to go away. In run I typed outlook:inbox to make it go to the inbox, and the same thing. I uninstalled the office suite and reinstalled, still same thing.

2: Scandisk would keep starting over in Win ME. The standard would work just fine, but thorough would continually restart. Along with this, ,When Norton Speedisk would run, it would want NDD (norton disk doctor) to take over because of a Link that was Illegal and long file name.. When NDD ran, it wouldn't diagnose the HD because it wasn't configured correctly. I don't know what would be causing that, the computer ran just fine, no problem's. Boggled me.

3: I formatted this one to fix it, but after I fixed what needed to be fixed (computer was running tooo slow, he had an Uninstalled program, ,ran the backup that it created and computer worked fine after that)... but in the network connections, there was no network connection present. Also under Systems Properties for myy computer, ,the device manager was completely blank. I could've sworn that I saw this before, but time was not available for research, thus formatting was only option. Any clues?

That's about it, if anyone has/knows how to fix these issues, please let me know. Thanks guys!

Oh and of course on this one, nothing running in the background and also unplugged the cable modem just in case.

1) sorry, no idea :(
2) could just be ME. i bet a format would clear it up.
3) what OS did you install on there?
