Software to manage freelancers

Sup?

My employer is looking for a software app (preferrably web-based) that can do the following things:

1. Post assignments for freelancers to review
2. Allow freelancers to apply for assignments, and provide examples of their work.
3. Allow PMs to review freelancer applications, and approve/deny
4. Allow freelancers to post the completed assignment
5. Allow PMs to approve or decline the submitted work.

Create some kind of invoice to hand off to Accounts Payable.

Now, my company loves to reinvent the wheel, so before they go down that path, I figured I would see if anyone knew of a piece of software that could handle all that, and if so, what their experience was.

I have worked with SalesForce quite a bit, and I'm pretty sure that would work for all of the things you listed.
