[tech] strange error

i have a computer that during bootup, immediately after BIOS it comes to this error:

File: \Boot\BCD
Status: 0xc000000f

Every time after reboot this occurs and the only way to fix is by having the Windows CD in to "repair" for startup. Once the "repair" is complete, windows boots fine until next reboot.

I have tried booting into safemode and copy the BCD file over from the DVD but it keeps telling me i cannot because it is currently being used by another process. any ideas TW?
 
after doing a repair, it'll load into safe mode. but not if i do it without repairing.

only after repairing will it even attempt to load windows.
 
that status is the same thing you get when you try and factory image restore, at least in a few models. i don't think the status is anything important
