about 3 lbs rump roast
2 packages lipton onion soup mix
peeled potatoes (optional but recommended)
chopped onions, garlic, and bell pepper
about two tablespoons olive oil

salt+pepper OR meat tenderizer (not both) roast.
flour.

brown roast in oil
add chopped onions, garlic, and bell pepper.

saute until transparent

place roast fat side up. mix soup mix with at least 2 cups water. pour on top of roast.

pressure cook 15 mins per pound. cool off, open, add potatoes, then cook 15 more mins. slice against grain.
OR
place browned roast with onions etc, soup mix poured on top into pre-heated 350 degree oven covered. cook 15 mins then lower temp to 275. cook about 2 hours then add potatos and cook another 30 mins.

you want it tender.
