Not very hard, it's the same reason why all the cheap PCs that they try to build for developing countries don't have Windows on them either. His position is to get more computers into the hands of the poor, and obviously you can charge less for each one while still making a profit if you use linux/linux suites as opposed to spending a shit load on a Microsoft OS and then the suites.

As for the OS, while true, the only reason why they've been pushed to it is the threat of using linux in the low cost alternatives for all the developing markets and getting completely shut out of about a billion potential computer users. As I recall, the cheapest of the multiple cheap solutions was using linux, though no telling which one will gain dominance.
