The guy seemed to have some points. I have no idea whether or not a health inspector requires a warrant to enter a property or not. My Guess is that all they need is probable cause and that's easy to prove as they can see the issue (whatever it is) from the street.

The guy would also be a bit more credible if he wasn't nuts.

I don't know how similar it would be but i'm pretty sure a health inspector doesn't need a warrant before inspecting restaurants
 
health inspectors have a right to tresspass if and only if they are in the process of their duties. (except commercial or industrial grounds)

also i believe in indiana you have to have a construction permit to move large quantities of earth (even on your own property), because you have to know what pipes run under the land before excavating.

There's no 'warrant' to enter, only a health or local regulation that needs to be addressed, such as too many animals without a license, unsafe building, or some amount of garbage on your front.

The authority to enter comes from laws that have been passed and OK'd by the courts as not impeding on private individuals rights too much, cause they're furthering substantial govt and public interests of health and safety.

Shouldn't she know that and explain that to him? A simple "Sir this is the law as it stands, feel free to register a complaint but the law states I'm allowed to proceed" would've sufficed. She was apparently clueless to the matter, the sheriff was clueless to the matter.

If there was a legitimate concern that she needed to inspect, why not just tell the camera what the concern was?
 
I'm pretty sure if a health inspector is coming to your house you probably lead a shitty life and they need to check things out.
