Why is concrete always wet at night in movies?

Has anyone else noticed this? In almost every movie I've ever seen, if it's nighttime, and on a street or parking lot, the ground is always wet. Why?
 
Yeah I've noticed that too. It seems not to matter if its day or night in the shot, concrete is almost always wet in films. Shit, there was a scene in Cursed that took place in a under ground parking structure, and the concrete was soaking wet in that shot as well. My friend said it has something to do with the cameras and how it helps out. But I don't know anything solid about it either.

It's to make car stunts / skids / etc easier by reducing friction.

If you notice, the pavement is always wet in that context..

Look at any car scene that invloves skidding turns, etc.
