software for creating website menus?

need some quick simple app to do menus for a page... I dont feel like doing them manually in imageready (the only software I have that could do the job)... can someone send me something? or link me in the right direction?

fireworks works great. I created www.ctrc.sk.ca that menu with it.

god, it took me for fucking ever to remember(5 minutes is a lifetime). try webstyle 4

lol, no actually, I took it from their old website. I suck at graphics, little to no artistic talent. I did enjoy the php though.

That honestly looks like a blind toddler used the MSPaint eraser tool to put that photo in there.
