You don't have a TV card, do you? What kind of website just plays TV?

It's called jumptv.com for $10 a month you get some international channels
 
If you want to do it with software, I'm guessing it's streaming video in WMV or ASF, search for Streambox VCR. Pretty old and well, old. Don't know if there's something newer and better that's available.
