[Legal] Pop Can Refunds

Ok, So I live in Iowa and their is a 5 cent cash refund on pop cans.

Now I was under the impression that if a place sells pop cans, they also have to refund them aswell. I tried looking on google for laws about pop cans, but nothing comes up.

I ask this because I'm at a dorm and have no way to get the cash refund on the cans I buy because the store inside our dorm doesn't take cans, and I dont have a car to drive to wal*mart.

Any help on this would be appreciated!
