XP Doesnt use fdisk?

Wtf im trying to put this WD drive on my sisters dell, and it doesnt seem to have fdisk on it. can i just download the .exe and run it?

it shows up in the device manager (though i havent formatted it..) but i cant partition or access it.

you do your partioning in the beginning of the xp setup process, you can also format in setup or you can boot into windows and format it there.

Computer management under administrator tools in the control panel to partition a new disk.

Control Panel -> Administrative Tools -> Computer Managment -> Disk Administration (or something similar, Im not at my Windows XP machine and don't feel like asking google)
