FPS problems in xp

I reinstalled Tribes 2 on win xp pro (yes i know, shit game blah blah). I'm using a geforce 4 TI 4600, I've run it on xp pro before and had no problems, but now i can hardly move with like 4 fps. Any ideas? My drivers are up to date, i tried to download the new drivers off of nvidias site, but my installation halts at 36% and freezes. Any ideas? Thanks.
