Best way to add tint and color to a black and white photo?

If you have photoshop, you could do the following:

Use one of the selection tools and select the area you want to be tinted.

Click Layer > New > Layer

When the New Layer box appears, make sure that Mode is set to Color. Then, using the brush tool just color in your selection.
