This is how I interpret it:

Poor Billy BloodEagle just spent 45 minutes putting on his shiny, new cadet armor. However, mother nature has just called in the worst way, and there's no anal opening in the suit.
Billy sits down and tries to make the feeling go away.
 
Billy BloodEagle is trying to find a place for all his weed, he thinks he found a temporary solution.. but ponders a more permanent hiding spot.....
